Bhopal Bureau

The Madhya Pradesh government has taken major action over financial irregularities in purchases made by urban local bodies through the Government e-Marketplace (GeM) portal. According to the Urban Administration Department, action has so far been taken against 392 officers and employees at various levels. Around 135 chief municipal officers are among those facing action. In serious cases, seven officials have been dismissed from service, while recovery of around Rs 3 to 4 crore has also been initiated. In addition, more than 80 contractors and suppliers found violating norms have been blacklisted.

What the case is about

As many as 374 urban bodies in Madhya Pradesh made purchases worth around Rs 1,134 crore through the GeM portal over the past three years, between 2023 and 2026. A preliminary assessment of these purchases found that had goods been bought at average rates, savings of around Rs 250 crore would have been possible. The wide gaps in prices and disregard of norms in several purchases pushed the department to take strict steps.

Additional Chief Secretary of the Urban Administration Department, Sanjay Dubey, has said that the government’s main objective is to ensure transparent use of public money and to see that its full benefit reaches citizens. The department says the process of ensuring transparency in the use of government funds and curbing financial irregularities will continue.

How the irregularities came to light

The issue of price differences first surfaced in April 2026, when Additional Chief Secretary Sanjay Dubey raised questions about purchase rates during a workshop for officials. Giving examples, he said one urban body had bought a garbage collection vehicle for Rs 2 lakh, while another showed a purchase of Rs 6 lakh for a similar vehicle fitted with dustbins.

Similarly, an LED light available in the market for Rs 306 was recorded in some urban bodies at rates up to Rs 11,800. Following these examples, a preliminary inquiry into purchase rates and payments was ordered. Later, when the matter entered public discussion, the department stepped up its action further.

Action taken so far

According to departmental information, action has been taken at several levels. Seven officials have been dismissed from service in cases of serious financial irregularities and negligence. Against other officers and employees, steps such as adverse entries, withholding of salary increments and recovery of amounts have been taken.

Among the 392 officers and employees facing action are around 135 chief municipal officers. Besides, more than 80 contractors and suppliers have been blacklisted so that they cannot take part in government purchase processes in future. Recovery proceedings for around Rs 3 to 4 crore have also been initiated.

Lokayukta probe also under way

Alongside departmental action, the Special Police Establishment of the Lokayukta organisation has also begun investigating the matter. At the government level, a detailed examination of purchases made by urban bodies across the state is being carried out. Further action will follow once the inquiry establishes the actual extent of the irregularities.

The department says it will become clear after the inquiry is complete how much of the purchased amount involved irregularities and whose responsibility — officials, contractors or suppliers — is fixed. Until then, strict monitoring of the purchase process will continue.

Technology and AI to monitor purchases

To check such irregularities, strict monitoring is now also being done with the help of technology and artificial intelligence. Every purchase and financial transaction on the portal is being monitored through digital means in the Urban Administration Department, so that such financial irregularities can be prevented altogether in future.

The department’s emphasis is on ensuring that public money is spent transparently and that the benefit of government schemes reaches genuine beneficiaries. Rates, payments and related records are being examined so that purchases made against the rules can be identified.

What GeM is and why it matters

The Government e-Marketplace, or GeM, is the central government’s online purchase platform through which government departments and bodies buy goods and services. Its purpose is to bring transparency to government procurement, increase competition and ensure goods at fair rates.

Urban bodies in Madhya Pradesh — municipal corporations, municipalities and nagar parishads — buy vehicles, lights, equipment and other material for their daily functioning through this portal. When the same item is bought by different bodies at rates several times higher, it not only causes loss to the state exchequer but also weakens public trust. That is why the action taken in this case is being seen as a major message for the state’s administrative system.

Opposition raises questions, government stand clear

After the matter became public, the opposition also questioned the government. The state Congress president targeted the government’s functioning over the alleged irregularities in government purchases and demanded strict action against corruption.

The government and the department’s stand, on the other hand, is clear — a zero-tolerance policy against corruption has been adopted, and no officer, employee or supplier found guilty will be spared. The Minister of State for Urban Development and Housing has also said that proper supervision and monitoring of the purchase process is crucial, and the government’s commitment to act against wrongdoing has been proved in the past as well.

What happens next

A detailed examination of purchases made by urban bodies across the state is now being carried out at the government level. The results of the Lokayukta inquiry and the detailed departmental examination are awaited alongside departmental action. Further action will be decided on the basis of the inquiry’s findings, which may include action against more officials or further recoveries.

Meanwhile, the department has sent a clear message to all urban bodies that no irregularity in the purchase process will be tolerated. Through rate comparison, payment checks and digital monitoring, arrangements are being made to prevent such irregularities in future. For the people of the state, this action is an assurance that their tax money will be spent transparently.
