Bhopal Bureau
Summary: The Bharatiya Janata Party’s ‘Loktantra Bachao, Arajakta Hatao‘ padyatra will be held in Bhopal on 4 November, led by Union Defence Minister Rajnath Singh. The march will begin at 10 AM from Atal Path in TT Nagar, with Chief Minister Dr. Mohan Yadav and state BJP president Hemant Khandelwal also taking part. Police have drawn up traffic and parking arrangements from 8 AM onwards, while the Congress has asked that the route be changed or the march postponed in view of Dhanteras shopping in the city’s markets.
What happens tomorrow: time, place and leadership
The Bhopal padyatra will begin at 10 AM on 4 November from Atal Path in the TT Nagar area. Defence Minister Rajnath Singh will lead the march and will be its chief guest. Chief Minister Dr. Mohan Yadav has confirmed Singh’s participation, saying that the Defence Minister is coming to Bhopal tomorrow and that the state welcomes him.
Chief Minister Dr. Mohan Yadav and state BJP president Hemant Khandelwal will also join the march, along with other senior party leaders and office-bearers. According to the organisers, a public meeting will be held before the march, which will be addressed by Rajnath Singh, Chief Minister Dr. Mohan Yadav and Hemant Khandelwal. Huzur MLA Rameshwar Sharma has held a preparatory meeting with workers and has asked for participation from every booth.
This is the third major programme of this campaign in Madhya Pradesh. Similar marches were held in Indore on 30 October and in Jabalpur on 2 November. The Bhopal programme is therefore being seen as the capital-level presentation of a campaign that has already travelled through two other major cities of the state.
Background of the campaign: why this march is being held
The BJP’s ‘Loktantra Bachao, Arajakta Hatao’ campaign is being run from 22 October to 5 November. According to the party, the campaign has been launched to counter the Congress’s criticism of the Election Commission and the Special Intensive Revision of electoral rolls. The BJP says it is using the campaign to place its position on democratic institutions and constitutional processes before the public.
The Congress, on the other hand, has been raising questions about the Special Intensive Revision of voter lists and about the functioning of the Election Commission. The BJP alleges that the Congress is creating confusion by questioning democratic institutions, while the Congress says it is raising concerns about the accuracy of voter lists and the transparency of the electoral process. This disagreement is at the heart of the political debate around the campaign.
In Madhya Pradesh, the campaign began in Indore, where a march was held on 30 October and concluded with a public meeting. It then moved to Jabalpur on 2 November. The Bhopal programme now comes just before the campaign’s closing date, which is why the party is giving it special importance.

Route and traffic plan: where the march will go
According to reports, the Bhopal march will go from Atal Path to Roshanpura crossing. The traffic plan describes the programme as a large rally extending from Atal Path to the Apex Bank intersection. The main stretch will therefore cover Atal Path, the TT Nagar area and the adjoining Roshanpura-Apex Bank area.
The police traffic plan says congestion can be expected from 8 AM onwards on several routes. These include the stretch from Bhadbhada crossing and Bharat Mata crossing towards Jawahar Chowk, from MANIT via Mata Mandir towards Roshanpura, from 1250 via Link Road Number 1 towards Apex Bank and Roshanpura, from the Control Room towards Roshanpura, and from Polytechnic Square via Banganga towards Roshanpura.
Separate arrangements have also been made for buses and vehicles. According to the traffic plan, around 40,000 to 50,000 participants are expected to arrive in approximately 1,200 buses and 2,000 four-wheeled vehicles. Buses coming from the Vidisha and Raisen direction will be diverted via Patel Nagar, Khajuri Kalan village intersection, Piplani Road, Mahatma Gandhi Square, Chetak Bridge, Board Office, Link Road Number 1, Apex Bank and TT Cross. After dropping participants near TT Nagar Stadium, these buses will be parked in the MLA Rest House complex.
Buses from other directions will drop participants near Atal Path and will then be parked near Ambedkar Park in Tulsi Nagar, returning to the same location for pick-up. Some buses dropping participants near TT Nagar Stadium will be parked at Lal Parade Ground, Ravindra Bhawan or Khatlapura Road. The aim of these arrangements is to reduce pressure on the main route and to keep movement regulated during the march.
The Congress objection: route change or postponement sought before Dhanteras
The march has also drawn an objection from the Congress. Congress leader Abhinav Barolia Mali has written to the state BJP president asking that the route of the march be changed or that it be postponed. The letter says that with Dhanteras and Diwali shopping just ahead, large numbers of people will visit New Market, Jawahar Chowk, Roshanpura and the central commercial areas of Bhopal. A march at this time, the letter argues, could disrupt traffic and create jams.
The letter further says that Dhanteras and Diwali are among the most important business opportunities of the year for traders, and that blocking access to markets during this period could affect trade. The Congress leader has urged the BJP leadership to prioritise the convenience of the public and traders over a political programme. The letter also refers to the Delhi protests by the Congress, during which, it says, the BJP and trader organisations had themselves raised objections about jams and business being affected in markets. On the same logic, it argues, the Bhopal route should be reconsidered.
No official response from the BJP to this letter has been recorded in the available reports so far. The Congress objection is therefore on record, but the BJP’s reply to it has not yet come out. No statement has been added to this report on behalf of either side that is not present in the available reports.
Crowd figures differ: organisers’ target and traffic estimate are not the same
The crowd figures for this programme also differ across reports. Early planning reports mentioned a mobilisation target of one lakh supporters by the BJP. The traffic plan, by contrast, records an expectation of 40,000 to 50,000 participants.
These two figures come from different sources and from plans made at different times. The one-lakh figure was reported as the organisers’ target, while the 40,000 to 50,000 figure is the estimate used for traffic and parking arrangements. The actual turnout will only become clear after the programme. Neither figure has therefore been presented in this report as the final attendance; both have been kept with their source and context.
Advice for the public: how to plan movement in Bhopal tomorrow
People moving around Bhopal tomorrow should plan with extra time in hand. Traffic is likely to remain slow from 8 AM onwards around Atal Path, TT Nagar, Roshanpura, Apex Bank, Jawahar Chowk and New Market. Those planning to pass through these areas should use the alternative routes indicated by the police and keep a time margin.
Shoppers heading to markets for Dhanteras purchases may also face crowds in the morning. It would be better to fix the time and route of a market visit in advance. Following the designated parking places for buses and four-wheelers will also help reduce pressure on the main roads. The police arrangements are meant to regulate both the march and general movement at the same time.
What next: what to watch after the march
After tomorrow’s march, attention will turn to the closing phase of the campaign, which runs till 5 November. Activities linked to the conclusion of the campaign may follow the Bhopal programme. Whether the BJP responds to the Congress objection will also become clear in the coming reports.
The Bhopal march matters because it is being held in the state capital and because a Union minister is leading it. After Indore and Jabalpur, it completes the state-level presentation of the campaign in Madhya Pradesh. The speeches made at the programme and the issues raised in them will also be watched closely after the march.
