Government to Bear Cost of Permanent Registry of Plots and Houses: CM Mohan Yadav Reviews Mukhyamantri Registry Yojana, 12.87 Lakh Registrations Done, Target 20 Lakh by 15 November

Bhopal Bureau

Summary: Chief Minister Dr. Mohan Yadav on Sunday reviewed the progress of the Mukhyamantri Registry Yojana in Bhopal. The meeting was told that 12,87,252 registrations had been completed in the state as of 1 November 2026, with a target of taking the number to 20 lakh by 15 November. The state government will pay the stamp duty for the permanent registry of eligible landowners from its own treasury, and on Dhanteras, 6 November, all ministers, MPs and MLAs will visit villages to ensure hundred per cent registration in their presence.

Chief Minister Dr. Mohan Yadav on Sunday, 1 November 2026, reviewed the progress of the Mukhyamantri Registry Yojana at Samatva Bhavan, located at the Chief Minister’s residence in Bhopal. Revenue department officials presented the current status of the scheme, the registrations completed so far and the road map ahead. The Chief Minister directed officials to run the scheme as a large-scale campaign, so that the free permanent registry of the pattas of all eligible landowners in the state can be completed at the earliest.

The Chief Minister made it clear that the plot or house will remain in the name of the landowner, and its permanent registry will also be in the same name, but the landowner will not have to pay the stamp duty for it from his own pocket. That amount will be deposited by the state government from its treasury. The decision will directly benefit lakhs of families who hold a patta for their house or plot but have not yet got its permanent registry done.

Why permanent registry matters

The Chief Minister said in the meeting that along with a plot or a house, its proper revenue documents are also extremely important, because it is these documents that give the landowner his ownership right and also give him the right to buy and sell his property. Even after holding a patta, until the permanent registry is done, the legal document of the property remains incomplete. Because of this, families often face difficulty in taking a bank loan, transacting in the property and availing the benefit of government schemes.

Once the permanent registry is done, the landowner will have a complete and legal document of his property. This will not only strengthen his ownership right, but will also strengthen his economic position, because he will be able to obtain loans and other facilities on the basis of his property. The Chief Minister said that permanent registry is not merely a document of land, but the foundation of a person’s ownership right and economic strength.

This is why the government has decided to run this scheme as a special campaign in rural areas. Under the Mukhyamantri Registry Yojana, which is running in rural areas, all eligible holders will be given the permanent registry of their land patta. The eligibility conditions and the process will apply as per the directions of the Revenue Department.

12.87 lakh registrations done, target of 20 lakh by 15 November

Principal Secretary, Revenue, Dr. E. Ramesh Kumar presented the progress of the scheme in the meeting. He said that as of 1 November 2026, a total of 12,87,252 registrations had been completed in the state. The government aims to take this number to 20 lakh by 15 November.

To reach this target, the pace of work will have to be increased further. The Chief Minister directed officials to speed up the implementation of the scheme and to publicise it widely, so that no eligible landowner remains deprived of this facility. Emphasis was also laid on making the camps running in the districts and the registration process more systematic.

Micro, Small and Medium Enterprises Minister Chaitanya Kashyap and Minister of State for Public Health and Medical Education Narendra Shivaji Patel were also present in the meeting. Senior officials of the Revenue Department also placed district-wise progress before the meeting.

Ministers, MPs and MLAs to visit villages on Dhanteras

To give momentum to the scheme, the Chief Minister has decided to send public representatives into the field as well. He said that on 6 November, the day of Dhanteras, all ministers, MPs and MLAs of the state will visit their ancestral village or a village of their choice. There, in their presence, they will get the hundred per cent registration of eligible landowners under the Mukhyamantri Registry Yojana completed.

In a village where hundred per cent registration is completed, a small programme will also be organised in the presence of the public representatives. This will increase awareness about the scheme among the people of the village and will inspire other villages as well. The Chief Minister directed all District Collectors to coordinate with the in-charge ministers, local ministers and public representatives of their districts so that the registration process in villages is completed.

Collectors will also have to ensure that on Dhanteras, the necessary arrangements, officials and documents for registration in villages are ready in advance, so that no eligible person has to return without getting registered. The presence of public representatives will also increase people’s trust in the camps and bring transparency to the process.

Scheme to run as a campaign

The Chief Minister gave clear directions to officials that the Mukhyamantri Registry Yojana should not be treated as routine government work, but should be run as a big campaign. It should be publicised widely, so that the information reaches every village that the permanent registry of pattas is being done free of cost and its stamp duty will be borne by the government.

Along with publicity, emphasis was also laid on keeping the process simple and fast. The Chief Minister said that eligible landowners should not have to make repeated rounds of offices, and for this, the arrangement of camps and field staff should be strengthened. The role of patwaris and revenue staff will be most important in this campaign, because the registration process has to be completed at the village level itself.

The pace of work in the initial days of the scheme had also been a subject of discussion. The Chief Minister had earlier directed Collectors to improve the system. Now, with the figure of 12.87 lakh registrations coming before the review meeting, the government believes that the campaign has gained pace and the target of 20 lakh can be achieved in the next two weeks.

Who will benefit

The benefit of this scheme will go to those landowners who hold pattas for their plots or houses but have not yet got their permanent registry done. The permanent registry of the property of all such eligible landowners will be done at the government’s expense. The stamp duty payable on the registry will also be deposited by the state government.

Rural families will benefit the most from this, as they have been living in their houses or plots for years but could not fully use their property for want of a legal document. After the permanent registry, they will be able to legally sell their property, mortgage it and take loans on its basis.

Detailed information about eligibility, documents and the process related to the scheme is being given through the Revenue Department and the district administration. Eligible persons are advised to keep their patta and identity-related documents ready in advance, so that there is no delay in registration at the camps.

What happens next

All eyes will now be on the Dhanteras campaign of 6 November, when ministers, MPs and MLAs will visit villages and get hundred per cent registration completed in their presence. After that, the work going on in the districts will be reviewed again to meet the target of 20 lakh registrations by 15 November.

If this target is achieved on time, it will be a major achievement for the rural families of the state. Not only will lakhs of families get the legal document of their property, but the rural economy will also be strengthened, because after legal ownership, property can be used easily for economic activities.

The government says that no eligible landowner should be left out of this campaign. For this, the district administration, public representatives and revenue staff will work together. In the coming days, new registration figures from the districts will show how much momentum the Dhanteras campaign has given to the target.
