Bhopal Bureau

Mumbai. Madhya Pradesh Chief Minister Dr. Mohan Yadav on Thursday pitched Bina as the state’s emerging petrochemical hub while addressing the inaugural session of ‘India Chem 2026’, the country’s largest chemicals and petrochemicals event. Speaking at the Bombay Exhibition Centre (NESCO) in Goregaon, where the 14th edition of the event is being held from October 22 to 24, the Chief Minister said the petrochemical complex coming up at Bina would transform the state’s industrial landscape, with an annual production capacity of over 2.2 million tonnes.

Three-day event on ‘Advantage Bharat’ theme

India Chem 2026 is organised by the Department of Chemicals and Petrochemicals under the Union Ministry of Chemicals and Fertilizers, in collaboration with the Federation of Indian Chambers of Commerce and Industry (FICCI). This year’s theme is ‘Advantage Bharat: An Emerging Global Chemicals Hub’. Union Minister for Chemicals and Fertilizers J.P. Nadda attended the inaugural session as the chief guest. He was joined on stage by Odisha Chief Minister Mohan Charan Majhi, Maharashtra Chief Minister Devendra Fadnavis, Union Minister of State Anupriya Patel, Gujarat Minister of State Praful Pansheriya, FICCI petrochemicals committee chairman Prabh Das and UPL chairman Jai Shroff.

The event has drawn large participation from leading domestic and global chemical companies, policymakers and industry experts. Over three days, the deliberations will focus on investment, technology transfer, green chemistry and strengthening the petrochemical value chain.

CM cites numbers to underline sector’s strength

In his address, Dr. Yadav said the chemicals and petrochemicals sector had made unprecedented progress under the leadership of Prime Minister Narendra Modi. He noted that India’s chemical and petrochemical market, valued at around $120 billion in 2014, had more than doubled since then. The sector attracted nearly Rs 1 lakh crore in foreign direct investment between 2014 and 2026.

The Chief Minister said Madhya Pradesh had received investment proposals worth nearly Rs 12 lakh crore after the state’s Global Investors Summit, and these were now being implemented on the ground. He said the state government was extending every possible facility to investors, with projects getting faster clearances through a single-window system.

He appreciated the efforts of Union Minister J.P. Nadda and FICCI, saying such events acted as a bridge between industry and government.

Bina to be Madhya Pradesh’s petrochemical hub

The Chief Minister said the petrochemical complex being developed at Bina in Sagar district would make Madhya Pradesh a major centre in this sector. He said the complex would have an annual production capacity of over 2.2 million tonnes (22 lakh tonnes), supplying raw material to sectors such as plastics, packaging, pharma, textiles and automobiles.

It is worth noting that the foundation stone of Bharat Petroleum’s (BPCL) Bina petrochemical and refinery expansion project was laid by Prime Minister Narendra Modi in September 2023. Work is underway on this project, worth about Rs 49,000 crore, which will add world-class ethylene cracker units alongside the expansion of the existing refinery capacity. The Chief Minister’s address is being seen in the context of the progress of this ongoing project and the state’s preparedness.

The Bina refinery is often described as the ‘jewel in the crown of Madhya Pradesh’. Dedicated to the nation in May 2011, it earlier operated as a joint venture of Bharat Oman Refineries Limited and is now a wholly owned unit of BPCL.

Opportunities across sectors, from farms to healthcare

The Chief Minister said the chemicals and petrochemicals sector was creating equal opportunities across agriculture, healthcare, energy and manufacturing. From fertilizers to medicines, from packaging to the textile industry, the sector’s role in every value chain was growing, he said.

He said the downstream units linked to the Bina complex would create large employment opportunities for the youth of Madhya Pradesh. Small and large enterprises connected to plastic processing, pharma ancillaries and specialty chemicals could come up in the state.

Chemical park announced near Vadhvan port

At the same event, Maharashtra Chief Minister Devendra Fadnavis announced a chemical park spread over 2,500 to 5,000 acres near the Vadhvan port. He said the Centre’s approval had been sought for the project, which could become a new hub for the chemical industry on the western coast.

What next: investors eye Madhya Pradesh

Experts believe the Chief Minister’s address at India Chem 2026 will sharpen investor focus on Madhya Pradesh. The state government claims it is investment-ready with the availability of land, power, water and skilled human resources. Along with the Bina project, proposed downstream plastic parks and special economic zones in the state are also under discussion.

The three-day event will feature state pavilions, B2B meetings among industry representatives and policy sessions. Several memorandums of understanding in the chemical sector are expected to be signed by the time the event concludes.
