Indore Bureau
Organising public events in Indore — concerts, religious gatherings and exhibitions — could soon become easier. Mayor Pushyamitra Bhargav has written to District Magistrate Shivam Verma proposing a single-window clearance system for public events, so that organisers get time-bound permissions from one window instead of running from one department to another.
The proposal seeks a designated nodal officer, standardised safety guidelines and coordinated inspections alongside time-bound approvals. According to the mayor, this will make event organisation simpler while strengthening public safety, regulatory compliance and administrative accountability.
What the mayor asked for in his letter
In his letter to Collector Shivam Verma, Mayor Pushyamitra Bhargav proposed a single-window clearance system for public events, including concerts, religious gatherings and exhibitions. The letter demands time-bound permissions, the appointment of a designated nodal officer, standardised safety guidelines and coordinated inspections by departments.
The mayor has requested the district magistrate to convene a meeting of the departments concerned and stakeholders, so that the proposal can be discussed and a practical, transparent and time-bound framework for its implementation can be developed.
Why a single window is needed
Hundreds of public events take place in Indore every year — music concerts, religious congregations, fairs, exhibitions and cultural programmes. At present, organisers must obtain separate permissions from multiple authorities, including the police, the municipal corporation, the electricity department, the fire department and the district administration. This complex process often causes delays and puts organisers through considerable hardship.
According to the mayor, the complicated permission process not only troubles organisers but sometimes leads to compromises on safety standards as well. A single-window system would make the process simple, transparent and time-bound, benefiting both organisers and the administration.
Strong emphasis on safety guidelines
The proposal is not only about easing permissions; it gives equal weight to safety. The mayor has suggested joint inspections and coordinated monitoring of large gatherings and events drawing heavy crowds, with clearly defined responsibilities for each department.
Under standardised safety guidelines, uniform norms would apply to aspects such as crowd management, fire safety, emergency exits, medical facilities and electrical safety. This would reduce the risk of accidents and disorder during events.
Regular dialogue with organisers
The mayor has also suggested periodic meetings between event organisers and government departments. He said such dialogue would resolve practical difficulties, improve compliance and help avoid preventable delays.
He said the objective is to balance the ease of organising events with public safety, regulatory compliance and administrative accountability — neither burdening organisers unnecessarily nor compromising on safety standards.
Impact on religious and cultural events
Indore is a major centre of religious and cultural events. During festivals such as Navratri, Diwali and Ganeshotsav, hundreds of public programmes are held in the city, for which organising committees must seek permissions from several departments. These committees would benefit the most if the single-window system is implemented.
Organisers of the city’s growing number of music concerts and commercial exhibitions have also long demanded a simpler permission process. The mayor’s proposal is being seen as a positive step in that direction.
The road ahead: framework to be decided in meeting
The mayor has asked the district magistrate to convene a meeting of the departments concerned and stakeholders. The proposal will be discussed in detail at this meeting, and a practical, transparent and time-bound framework for implementing single-window clearance will be worked out. Only after the meeting will it be clear when and in what form the new system comes into force.
If the proposal is implemented, Indore could become a model for reforming public-event permission systems. Pradesh24News will keep tracking further developments on this proposal. Read more Indore news here.
