Desk Report

20 October was a significant day for the India-US strategic partnership. External Affairs Minister S. Jaishankar and US Secretary of State Marco Rubio met in Mumbai for wide-ranging talks. It was Rubio’s second official visit to India. The discussions covered advancing cooperation in trade, energy, technology, defence, and people-to-people ties.

## The Mumbai Meeting: Who Was There

Rubio was accompanied by his wife Jeanette Rubio and US Ambassador to India Sergio Gor. Maharashtra minister Ashish Shelar received the American delegation at Mumbai airport. From the Indian side, Foreign Secretary Vikram Misri was also present at the meeting.

After the meeting, Jaishankar posted on X that both sides discussed ideas for moving forward on trade, energy, technology, defence, and people-to-people relations. Rubio said the talks covered energy security and defence cooperation, and reaffirmed taking the strategic partnership forward.

## Trade Deal: ‘Very Close’, But No Signature Yet

A key aspect of the meeting was the India-US trade agreement under negotiation. According to reports by AP and the Indian Express, no final trade deal was signed at this meeting. However, Rubio said the negotiations are ‘very close’ and expressed hope for progress in the coming weeks.

Rubio’s next stop is Jamnagar in Gujarat, with the focus on ‘enhanced energy cooperation’. Energy security features prominently on both countries’ agendas, and the Jamnagar visit is seen as a step in that direction.

## Trilateral Meeting: India-US-UAE

Another important engagement took place the same day — a trilateral meeting between India, the United States, and the United Arab Emirates. Sheikh Abdullah bin Zayed Al Nahyan of the UAE also participated. The meeting discussed regional energy security.

This trilateral format is significant in itself. Stable energy supplies from West Asia are of strategic importance to both India and the US, and the UAE is a key energy partner in the region. The three countries coming together on one platform could give regional energy cooperation a new direction.

## Tribute to 26/11 Victims

Rubio also paid tribute to the victims of the 26/11 terror attacks at Mumbai’s Taj Mahal Palace hotel. The attacks claimed a large number of lives, including six American nationals. The Taj Mahal Palace was among the principal targets of the 2008 attacks, and paying respects there is seen as a symbol of both countries’ shared commitment against terrorism.

## The Other Side: Why Mumbai? — Opposition Questions and MEA’s Clarification

Opposition parties had raised questions about holding this high-level meeting in Mumbai, arguing that diplomatic engagements of this level are usually held in the national capital.

MEA spokesperson Randhir Jaiswal addressed this in a briefing on 17 October, clarifying that hosting foreign leaders in different cities is a common practice. According to the MEA’s clarification, choosing cities other than Delhi for diplomatic engagements is not unusual and has happened before.

Both positions — the opposition’s objection and the foreign ministry’s clarification — are presented here factually. No invented statements or quotes from either side have been added.

## Background: The Current Phase of India-US Ties

India-US relations have deepened steadily over the past decade — from defence cooperation to technology partnerships. However, differences have persisted on issues such as tariffs and market access. The ongoing trade negotiations aim to resolve these differences, and Rubio has claimed they are now ‘very close’ to a conclusion.

Rubio’s second official visit to India reflects the continuity of high-level dialogue between the two countries. The emphasis on energy security — from the Mumbai meeting to the upcoming Jamnagar stop — shows energy at the centre of both nations’ agendas.

## What Next?

Attention will now be on two things — first, whether the trade talks reach a concrete outcome in the coming weeks; and second, what announcements emerge on energy cooperation in Jamnagar. The UAE’s participation in the trilateral format could also lend fresh momentum to regional energy diplomacy.
